Job Purpose

The Programme Policy Officer (Nutrition) will lead policy and programme activities that effectively support WFP Punjab’s efforts to scale up nutrition across the province.


Key Responsibilities

  1. Manage Provincial Nutrition Programmes: Lead the provincial nutrition team to implement quality nutrition programmes across all districts, focusing on:
    • Stunting prevention,
    • Maternal and adolescent nutrition,
    • Treatment of moderate acute malnutrition.
  2. Support Local Wheat Fortification Initiatives: Collaborate with the WFP Country Office to support the implementation of wheat flour fortification through targeted interventions at the local level.
  3. Provide Technical Guidance: Offer technical support for nutrition projects in Punjab, ensuring alignment with WFP standards and a coordinated approach with broader WFP programmes.
  4. Represent WFP at Strategic Consultations: Represent WFP at provincial and district-level consultations, contributing to policy discussions, advocating for WFP’s position, and exploring potential collaborations and partnerships.
  5. Coordinate with Partners: Liaise with cooperating partners to monitor ongoing nutrition projects, ensuring timely and effective collaboration. Maintain regular communication with provincial authorities, including the Government of Punjab, IRMNCH & NP, and BISP offices.
  6. Manage Field Operations: Plan and oversee WFP field operations in the assigned area, ensuring the efficient delivery of food assistance, minimizing losses, and addressing daily operational challenges through risk management plans.
  7. Prepare Allocation Plans: Collaborate with the Country Office and Provincial Office to prepare allocation plans for agreements, MOUs, and FLAs, ensuring transparent and competitive partner selection.
  8. Prepare Reports: Compile status reports and provide background information for discussions and briefings. Facilitate timely and accurate reporting from partners for monitoring and evaluation.
  9. Capacity Building: Build the capacity of WFP staff, partners, and government counterparts to address nutrition challenges and deliver effective nutrition programmes.
  10. Incorporate Gender Considerations: Ensure that gender considerations are integrated into all plans and programmes. Provide training on protection, accountability, and PSEA (Protection from Sexual Exploitation and Abuse) to all partners.
  11. Other Duties:
    Perform any additional tasks as required.

Qualifications and Experience

Education:

  • Advanced university degree in Nutrition, Public Health, or MBBS with relevant experience.
  • Alternatively, a first-level degree with at least two years of additional related work experience.

Experience:

  • Minimum of 5 years of professional and managerial experience in Nutrition, ideally with some experience in Punjab province.
  • Experience in the implementation of national or international development programmes, preferably within an international organization or the UN system.

Required Skills and Knowledge

  1. Experience in public health, food security, or nutrition-related activities.
  2. Familiarity with provincial government structures, their functions, and processes.
  3. Proven ability to work effectively in a multicultural environment and to foster strong working relationships.
  4. Leadership and teamwork skills.
  5. Strong analytical, negotiation, communication, and advocacy skills.
  6. Up-to-date knowledge of nutrition, including emergency nutrition, stunting prevention, and infant feeding practices.
  7. Willingness to travel and work under challenging conditions.

Languages:

  • Fluency in English and Urdu is required.
  • Knowledge of local languages is an asset.
